General Responsibilities
As defined in the approved grant application, the Chatham Rotary Foundation will form a Steering Committee to oversee and participate in the Growth & Renewal Plan development process. The primary purpose of the Committee will be to build cohesiveness and support by all stakeholders for development and implementation of the Growth & Renewal Plan. Committee members will be drawn from the Chatham Rotary Foundation, Chatham Rotary Club, Chatham First, Town leadership, and the community at large. Each member must be able to make the necessary time commitment to the process and offer diversity of thought. The Committee shall have, but not be limited to, the following general responsibilities.
- Development of a Request for Proposal (RFP) that fully describes the experience and qualifications required, scope of work to be performed, and required deliverables. The RFP will request respondents to fully describe their proposed approach and methodology to accomplish the work, a schedule, and firm not-to-exceed cost estimate for the overall project.
- The Committee along with others, as may be required, will develop the contract procurement strategy, evaluate the proposal(s), and select a consultant to perform the work. Committee members will conduct any contract negotiations required.
- After the contract award, the Committee will oversee consultant’s work and participate in the process where appropriate, and work to assure participation in the process by community residents and leaders. The Committee will review and accept the consultant’s final report and other intermediate and final work products, as appropriate.
- The committee will develop processes to provide public awareness of the grant initiative, solicit and to seek input, and provide routine progress updates. As assigned, committee members will serve as liaison between the committee and their respective organization or other groups.
- Publicize final Report.
Composition
Structure
The committee shall be composed of at least 6 but no more than approximately 12 members representing the following organizations/entities. Each organization may provide up to two members.
- Chatham Rotary Foundation
- Chatham Rotary Club
- Chatham First, Inc.
- Town of Chatham (Council members and/or designees)
- Members at Large (Local businesses, education institutions, etc.)
Other organizations or individuals that are not permanent members may be called upon to periodically serve on a temporary non-voting basis to provide input and guidance to the committee when needed.
Steering Committee Chair
Since grant funds will be provided to the Chatham Rotary Foundation, the committee chair will be a member of that foundation.
Fiscal Management of Grant Funds
The treasurer of the Chatham Rotary Foundation will serve to receive, disburse, and routinely report on expenditures and account balances of all grant monies. No funds shall be expended without committee authorization. The treasurer is a voting member of the committee.
General
The committee shall appoint a secretary who will keep the minutes of all meetings. The committee shall establish its own quorum.
